[gnutls-devel] GnuTLS | MinGW CI runners fail to build GnuTLS but succeed (#626)

[Development of GNU's TLS library]

If I checkout the latest master and try to build it fresh I get the same errors and Make fails. So I'm not sure whether this is a Gitlab problem.
