[gnutls-devel] GnuTLS | WIP: tests: tpm: Add a test case for tpmtool (!807)

[Development of GNU's TLS library]

@nmav I am keeping the build pipelines warm... In which Fedora build should we enable the tpmtool tests? I suppose we would need to run something like `dnf -y install tcsd tpm-tool swtpm` in one of them.

FYI: The test case needs root rights due to tcsd wanting to run either as user tss or root and switching to tss.
