That's the thing, PKG_CONFIG_PATH is set to
/usr/local/lib/64/pkgconfig. It seems the configure test is not using
it.

This should confirm it. I added the following to my build script:

    echo "**********************************"
    echo "PKG_CONFIG_PATH: ${BUILD_PKGCONFIG[*]}"
    echo "**********************************"

Then configure is executed:

    PKG_CONFIG_PATH="${BUILD_PKGCONFIG[*]}" \
    CPPFLAGS="${BUILD_CPPFLAGS[*]}" \
    CFLAGS="${BUILD_CFLAGS[*]}" \
    CXXFLAGS="${BUILD_CXXFLAGS[*]}" \
    LDFLAGS="${BUILD_LDFLAGS[*]}" \
    LIBS="-lhogweed -lnettle -lgmp ${BUILD_LIBS[*]}" \
./configure ...

I see:
