[gnutls-devel] GnuTLS | cipher-test-api fails 3des-cbc test when nettle is built in release mode (#665)

I agree that the asserts are unlikely too performance degrading and an happy to elide NDEBUG from our flags here instead. 

A minor point though, to me these tests feel like they belong in nettle with a configure time error message informing the developer/packager that this flag should never be set.

Maybe I should make a PR against nettle and submit it?
