[gnutls-devel] GnuTLS | Restore usage of mod_auth_st in TLS 1.3 code (#650)

[Development of GNU's TLS library]

`mod_auth_st` was an abstraction that made sense for TLS1.2 mechanisms. It didn't for TLS1.3 (there are no multiple key exchange methods here, just one) and thus it was not used. It is best to adapt new code to the new layout.
