[gnutls-devel] GnuTLS | WIP: Windows & Windows Store store patches (!835)

[Development of GNU's TLS library]

I overlooked ucs2/utf16 compatibility, so as it turns out, there is a need for an utf8 -> utf16 conversion helper, which is added to the patchset.

I'd be in favor of merging this MR after !838 gets in (if it does, obviously :) ), so that the changes are actually tested by the CI
