[gnutls-devel] GnuTLS | native windows builds (#638)

[Development of GNU's TLS library]

I'd say Cygwin is too good as a Linux wrapper. Testing directly on Windows with (latest) MSVC would be more of a challenge. Since GnuTLS is C99 and MSVC still has issues with that, the clang compiler could be good choice as well.
