[gnutls-devel] GnuTLS | native windows builds (#638)

[Development of GNU's TLS library]

Is the plan to use Cygwin with MSVC? Or are you okay with a new build system like CMake (or Meson)? CMake can natively generate MSVC project files and integrate with msbuild, etc. Not sure about Meson.
