Basically what I wrote in #547.
* do not use --no-git
* `cp -a $GNULIB_SRCDIR ./gnulib` before ./bootstrap
If $GNULIB_SRCDIR is recent enough (age >= that of the last gnulib commit in the GnuTLS project dir), upstream is not contacted and everything is smooth. `./bootstrap` checks out the right commit locally.
If $GNULIB_SRCDIR is too old, `./bootstrap` pulls from upstream (better: your mirror repo). If that fails, you still can re-generate the CI images and restart the failed runners.
