Thanks. It seems there were not any automatic tests for this
functionality. I've committed a fix as well as included some basic
testing at:
https://gitlab.com/gnutls/gnutls/merge_requests/45

If there are better ideas on how to easily test starttls upgrade, I'd
be glad to include.
