Details:

One should be able to select whether to honour resolv.conf when using
gnutls-cli.

Perhaps, iff the first entry is 127.0.0.1 or ::1, it should be on by default.

(Or maybe that and whether to cache by default should be compile-time
options?)

The advantage of a local cache is *very* important when bandwidth is limited.
