gnutls 2.99.x ships ships gnulib without error.h.

Hi,

I noticed that gnutls versions 2.99.x stopped shipping error.h include
file in gl/error.h. It doesn't affect Linux as glibc has error.h, but it
makes compilation fail on FreeBSD for example.

Any ideas how to fix that?
