How do you know that?  Checking the Debian packets gives only a first
clue. But there are many more applications out there.  Often these are
in-house applications and the maintainers won't tell you about it.
However they use gnutls as a stable and reliable library and trust that
the gnutls maintainers handle ABI breaks with due diligance.  That is to
change the SO name and announce a reasonable EOL for the old ABI
version.
