gnutls 2.12.x does not export gnutls_openpgp_privkey_sign_hash

Hello,

gnutls 2.12.x is lacking gnutls_openpgp_privkey_sign_hash. The symbol
was *intentionally* reintroduced in the headers to prevent an ABI
break baut re-adding it to lib/libgnutls.map somhow slipped the net.

This was diagnosed by Jakub Wilk.
