libtasn1-1.6 removed libtasn1-config though gnutls still uses it

Can you file one?  Libtasn1-config will go away with libtasn1 v2.0.

Yes, v2.0 will remove one struct from libtasn1.h that were never
intended to be exported, so strictly speaking it is an API break --
however we don't think any projects have been using that struct.
