certtool --inraw/--outraw

Nikos, regarding this patch:

It replaces --inder/--outder with --inraw/--outraw in the certtool man
page, but the code just add new --inraw/--outraw.  What's the background
here?  We can't remove the --inder/--outder parameter now, they are too
widely used and documented.

Is this about openpgp stuff, which aren't DER encoded?
