[gnutls-dev] Time-based release schedule and GnuTLS v2.2 plans

I've created

to track issues related to the roadmap of having stable releases three
times a year.

This also gives us a wiki, but please don't add anything until we sort
out the license issue (there was a recent discussion about this, and I
think there are recommended guidelines for wiki licenses for gnu
projects).
