I used Elgamal for signing in the first GnuPG version because at that
time (1997/1998) it was not clear whether DSA could be used with out
patent infringement.  According to the NSA they would defend patent
claims for use in the US.  We (me and some other folks) were not sure
whether this would also be held up for non-US implementations/users.

Remember that even the RSA patent expiration date was only December
2000.  Though in fall 2000 the patent holders released it to the public
3 months earlier and we could remove the need for the external RSA
plugin (which was served from a server in Denmark becuase the IDEA
plugin was not patented in Denmark).

Right.  That trouble countinued ~15 more years in respect to ECC.
