list option show-unusable-uids has no effect on show-only-fpr-mbox output

Thanks for the report.  The reason that show-unusable-uids was not
considred is due to the use of a simplified listing functions for the
show-only-fpr-mbox case.  The fix was easy and has just been pushed to
master and 2.4.
