Yep, that is what the completions do for 'gpg', 'gpgv', etc.

Atleast, it does that after handling context-specific completions. For
example, 'gpg --edit-key' and pressing tab for completions will execute
'gpg --list-keys' to suggest keys that you might want to edit.
