The classical mode is CFB with a slightly different handling of the IV.
Modern versions create keys which indicate that OCB mode is to be used.
OCB mode only used if the keys of all recipients carry that capability
information.  Or you use --force-ocb for symmetric-only or if you want
to ignore the capabilities announced by the keys.

Counter modes are evil and thus not used.
