BTW, "gpgconf --reload gpg-agent" is a frontend for this.

You are using a remote connection - that is your agent is running on
another machine via ssh forwarding of the local socket.  For security
reasons certain commands are not allowed.  Go to the machine where the
agent is running and run gpg-preset-passphrase over there.
