Okay, you need to look into the actual DNS requests.  Please add

log-file /tmp/foo/bar/dirmngr.log
verbose
debug ipc,dns
--8<---------------cut here---------------end--------------->8---

into ~/.gnupg/dirmngr.conf and restart dirmngr (gpgconf --kill dirmngr).
Then run the gpg command again and you will find debug messages
pertaining to the DNS request in the log.
