I doubt that.  Looking at the 2.0 branch I see this in gpg.c:

          case oLoadExtension:
            /* Dummy so that gpg 1.4 conf files can work. Should
               eventually be removed.  */
            break;

Sure that you are not using 1.4?  In this case 1.4.13 already includes
idea support.
