I just found the same, using GnuPG v1.4.12 under Windows XP.

I was able to create a key with a string of letters for "real name"
and just hitting <enter> for the "email address" and "comment"
prompts. (On Windows, it seems to be "nul" rather than "null" but I
also tried --no-options, and I tried actually pointing to an empty
gpg-conf file just to be sure.)
