Encryption File Size

Is there a guaranteed ratio of plain to cipher? If so what is it?
In other words cipher_size < plain_size * X + H?
Where H = header_size + footer_size + user_size + etc information
and     X = Worst case scenario (I'm encrypting an already compressed file)
