GPG error on Windows

gpg should start the agent if it is not already running. You may try

  gpg-connect-agent --verbose

tosee whether the agent is started (well, gpg-connect-agent should also
start the agent).  USe

  gpgconf --list-dirs

to see the file name of the agent-socket.  There might be a permission
problem or something.  Also try to start the agent  directly

  gpg-agent --daemon  --verbose
