gpgme on Windows

Hi all, 

Been doing some searching this morning to see if gpgme is available for 
Windows and can be used commercially.  Is anyone using this product on
Windows 
under .net 3.5 (C#) that can give advice? 

Also does anyone know where the Windows download site is?
