defining port number for keyserver searches

If I understand your question, you're trying to set the *local* port
number that GPG uses when binding the socket to talk to a keyserver?
If so, no, GPG does not support that. Why would you need such a
thing? I suspect that there are other ways of accomplishing whatever
you're trying to do.
