Newbie GnuPG under Windows XP Pro - Redux

There is a binary gpgconf.exe installed as part of gpg2 in %PROGRAMFILES%\Gnu\GnuPG

gpg.conf is a text file that lives (normally) next to your keyring files in
%APPDATA%\GnuPG
