Though they may just tell you to ask the Enigmail guys.

Enigmail makes one call to GnuPG when sending.  After 'Send' is clicked and
processing such as line ending canonizations, the message is passed to GnuPG for
whatever processing is requested. The results from GnuPG are then assembled into
the final message and passed back to SeaMonkey/Thunderbird's mailnews code  for
the actual putting the message on the wire,

The only time Enigmail calls GnuPG twice in message processing is to get key
information to display on the status line.

I may be useful to look at that message being examined with a tool such as
pgpdump to determine the size of the individual packets.
