You are confused.  That FAQ item refers to a version of GnuPG that
hasn't been current in 6 years.  You might be having a problem, but it
seems to work just fine for everyone else and has been working for
many years.

Please give enough information that we might be able to help you.
Simply saying "keyserver uploads weren't working" gives us no way to
even guess.
