iconv.dll via load-extension

That won't work.  iconv.dll is a usual dll and not an extension.  If
it is missing you need to install it (best into the same directory as
gpg.exe).

For convenience reasons we don't stop if iconv.dll was not found.

You better move to gpg4win, this installer makes sure that iconv.dll
gets properly installed.  1.0.7 has just been released.
