Here is my rules file for udev (version 079):

| SYSFS{idVendor}=="04e6", SYSFS{idProduct}=="e003", GROUP="scard", MODE="0660"

It is placed in /etc/udev/rules.d and don't forget to replace idVendor
and idProduct with the values for your card reader.
