Put this in your .gnupg/gpg.conf

keyserver  hkp://subkeys.pgp.net
keyserver-options auto-key-retrieve

You meant keyservers.

You also need to send your public key to a keyserver:
> gpgkeys: key 99974E02C566534E not found on keyserver

$ gpg --keyserver subkeys.pgp.net --send-key 0xC566534E
