as gpg to go on a floppy
is a very worthwile endeavor,
and *very* useful,

could there be an option to
avoid calling the iconv.dll ?

(under 'expert', if felt more appropriate)
that would allow gnupg to continue the operations
that don't really require the iconv.dll
