gpg 1.9.10 confused about default user id?

In my ~/.gnupg/gpg.conf I have 'default-key B565716F'.  When I try to
sign a key, gpg things it should use an expired and disabled key of
mine instead.  See below.  How can I get it to use my current key?
gpg 1.2 work fine.
