[Announce] GnuPG stable 1.4 released

OK, compiles, builds and works OK as far as I tested it.

One question though does the bug that required the 1.4.0a binary for win32
- also affect Linux? And if so, what kind of errors can I expect? Should I
patch the source and rebuild?
