Used to happen. Latest file release was February 5, 2003 and PKS is
pretty broken. Use subkeys.pgp.net instead.

Maybe add an entry in the website FAQ perhaps? 

"4.23) Which keyserver should I use?
Some keyservers is either isolated or broken. In order to distribute
your key efficiently and receive keys with, for example, multiple subkeys 
correctly please use subkeys.pgp.net or
random.sks.keyserver.penguin.de."
