How to submit the primary uid to keyserver?

There are a few games you can play with rearranging packets, but in
general, there is always going to be one keyserver that doesn't do
what you want.  I wouldn't worry too much about it - on a keyserver,
it's a cosmetic issue.

The keyservers could certainly look for the primary flag (even without
cryptographic support), but it's not something that anyone has written
code for.
