True.  In fact, some programmers have made the same mistake and used
"is it an RSA key" when they should have asked "is it a v3 key".
That's why v4 RSA keys have mangled keyids on the pksd keyserver, and
why you can't search for v4 RSA keys by subkey ID on the LDAP
keyserver.
