The short answer is yes, but as you are a Windows user I would 
recommend the use of the front end such as (particularly) GPGShell or 
WinPT.  There is also a plugin for Outlook so that you can use it 
seamlessly.  All the details at http://www.gnupg.org, though you may 
have to do a Google search for GPGShell.  You might look at 
http://www.nullify.org for an alternative compiled version for Windows.

GnuPG is a commandline program and if you wish to have a more graphical 
UI then you might like to look at PGP 6.5.8ckt Build8 from 
http://www.ipgpp.com.  The CKT builds are unofficial but still being 
developed and come with a plugin for Outlook.
