What a jackass!

This is not true. This list answers any questions regardless of OS. Granted, 
GNU/Linux is the preferred OS, but not to the point of exclusion. Mike, your 
question was complex. If I it were me, I'd look at GNUpg and php resources. 
I'm sure someone here (more knowledgeable than I) will help you if they can.
