"secmem" is covered in the README for those compiling for source.
For those installing packages (rpms, debs, etc) then the package
maintainer ought to get the package to set it up appropriately
automatically.
If people think it is a problem, then I would suggest that rather than
removing the warning altogether a better option might be to change the
message to:
gpg: Warning: using insecure memory!
