It doesn't have to be necessarily so. If all users on the same
computer do not need GnuPG you could also set it as User variable
only for those users which need it. In fact I do myself and it works
without a hitch. If there is no PATH in the User variables one can
add in the top half of the same screen:
Variable:.................Value:
PATH X:\GnuPG
or if there already is such a value, just add:
;X:\GnuPG
(examples only).
Maybe someone with a different profile does not even have access to
the GnuPG folder, then IMO it is not logical to still set his PATH
as
a system variable to that folder.
