I just signed a key locally and then could encrypt a message with this 
key. I'm using GnuPG 1.0.7 and KMail 1.4.6 (cvs version). But it should 
also work with KMail 1.4.1.
What do you get when you run 'gpg --list-keys --with-colon' on your 
locally signed keys?
