GnuPG 1.1.91 Windows binary

Hi!

A windows binary for the new development version of GnuPG is available
at the GnuPG primary server and probably at the mirrors from tomorrow
on.

It is somewhat smaller than the last binary because I dropped all
translations except for the German one which updated for that release.

Please use the mirrors; most of them should be in sync from tomorrow
on.
