GnuPG is the name of the package. It consists of several tool (gpg, gpgv, gpgsplit, may be more in the future) from which gpg is the most commonly used one. If you tell someone what to type on the command line, you probably want to say "gpg", if you are talking about the entire software please say "GnuPG" or GNU Privacy Guard.
