Ah. Sorry. That's the unix 'c' source code, and you need the
Win9x/NT zip.  On http://gnupg.org/download.html, get
  ftp://ftp.gnupg.org/gcrypt/binary/gnupg-w32-1.0.6.zip

You'll need to read the "readme.w32" for installation
details, which should say to install files in "C:\gnupg\".
