GnuPG uses a generic CBC implementation which is common for all
encryption algorithms.  And furthermore CBC is not used in OpenPGP
so it would only be relevant for LibGcrypt.

Bloating the code with more and more ciphers does not seem to be a
good idea and Serpent is not defined in OpenPGP.
